Hawaii imports nearly all of its gasoline by ocean tanker from refineries in Asia, California, and the Pacific Northwest, which is why pump prices are consistently the highest in the nation. The state gas tax is around 16 cents per gallon, plus a 4-cent county tax in most jurisdictions and a 4 percent General Excise Tax. Honolulu and Hilo can see 20 to 40 cents per gallon differences between neighborhoods due to truck delivery costs to remote islands and rural areas. Costco in Honolulu typically posts the lowest prices in the state, with Aloha Petroleum and 7-Eleven dominating most non-Costco retail across Honolulu and Hilo. Maui and Kauai usually run 10 to 30 cents above Oahu prices.
