North Dakota produces vast amounts of crude oil from the Bakken Shale formation (the second-largest US oil basin) but most of that crude is refined out of state. In-state refining capacity is limited to the Marathon Mandan refinery (roughly 71,000 barrels per day) and the Dakota Prairie refinery near Dickinson. The state gas tax is around 23 cents per gallon. Fargo, Bismarck, and Grand Forks all see relatively competitive pricing. Costco (in Fargo), Sam's Club, Cenex (a farmer-cooperative chain), and Holiday Stationstores lead on value across Fargo, Bismarck, and Grand Forks. Western North Dakota near the oil patch occasionally sees lower prices due to local refinery proximity, while eastern North Dakota tracks Minnesota pricing closely.
