Oregon's state gas tax is around 38 cents per gallon, plus a clean fuels program that adds a few additional cents to support emissions reductions. The state has no in-state refining capacity and pulls supply from BP Cherry Point and HollyFrontier Anacortes refineries in Washington plus barge shipments. Until 2023, Oregon was one of two states (the other being New Jersey) that restricted self-service gasoline statewide. The state legislature relaxed the rule in 2023 to allow self-service across most counties. Portland, Eugene, and Salem see relatively competitive pricing. Costco (in Portland and Eugene), Fred Meyer (Kroger), Safeway, and Sam's Club lead on value across Portland, Salem, Eugene, and Bend metros. Eastern Oregon (Bend, Pendleton) typically runs 10 to 20 cents above the Willamette Valley due to longer supply distances.
